An electrical utility shall make Web energy metering available to eligible consumer-turbines on a first-arrive, initially-served basis until finally the earlier of both: (i) June 30, 2029; or (ii) the initial date on which the cumulative building potential of Web metering techniques equals 4 percent of the utility's peak demand for the duration of
